We don't yet have a timeframe, but it's on our mid-term roadmap. We're really eager to make it happen, we know how much value people are getting out of the canvas media recorder and would like to provide a similarly awesome tool (potentially in html5 rather than flash) as soon as possible.
In the meantime, students can now submit videos of themselves on mobile very easily - either through the mobile apps or on a browser (i.e. on an iPad). When you tap on "upload" you get the option to choose an existing video, or to record a new one. Not a complete solution, but hopefully that helps for now!
