[Peer Review] Assigning peer review for the same student

Currently, if there is an issue with a peer review, I cannot assign a second peer review for the same student. The student assigned initially does not show in the drop down box for reassignment

Peer reviewer cannot log in back to finish her peer review

If for any reason, peer review is disconnected or wants to come back to finish his/her peer review, the system locks him out. Not many people can do their peer review in one session.
