Problem statement:

When you have the Excel settings that your decimal symbol is a comma and therefore your list separator is a semicolon, due to region settings of your Computer OS, you cannot use the "import groups" functionality in a normal way as described in this Canvas guide https://community.canvaslms.com/t5/Instructor-Guide/How-do-I-import-groups-in-a-group-set/ta-p/41779.... Even when your Canvas Account setting "Use semicolons to separate fields in compatible spreadsheet exports" is set to on, the exported CSV for the "import groups" functionality still is comma separated. When you translate this in Excel with the "text to colums" function and make your groups in the CSV file, Canvas does not recognize the saved CSV file due to the semicolon. This rules out a lot of our Teacher in the Netherlands to use the "import groups" function.

Proposed solution:

Make the "Import Groups" functionality in Canvas react to the Canvas Account setting "Use semicolons to separate fields in compatible spreadsheet exports" so that when set to on, the "Import Groups" functionality will export a semicolon separated CSV file and will also import a separated CSV file in the same way as now is possible with comma separated CSV files.
