HI Stuart! No, the problem is Canvas pdf conversion. Internal links within a document (what in Word is called a link to a bookmark) works in pdf/A applications, such as Apples Preview or Adobe Acrobat. They also work when opened in Safari, Edge, Firefox and Chrome.
In Canvas preview for files, external links (web url:s) work. But not the internal links in the same document. They are highlighted in yellow and you get a pointer, but noting happens when you click on the link.
It doesn't matter if you upload a pdf or the original Word document. The link is not working after the conversion by the preview.

I uploaded a narrated PowerPoint to the announcement area of a Canvas Group and the members of the group have told me they can’t access the file. They will see in the list of graded assignments the icons that indicate that a rubric has been completed and that comments have been made as well. So even if they don't sign up for the notifications, they should still know what feedback type the student has. There should be no reason that the student doesn't know about feedback unless they don't look for it. If we are talking high school age, that is the most common reason.
