I believe that would be impossible. By definition, admins have access to everything on Canvas, so I cannot see anyway to make it where admins cannot access a part of a course that an instructor has created.
I find it interesting that you want to keep a quiz hidden from the admins at your institution. I would think they have more than enough other things to do - instead of looking at what midterms have been posted.
