To answer the question above (even though this was years ago).  The x-rate-limit-remaining header still shows as 700 when I make requests using a developer token.  So I assume these numbers still appl...

Or at least a way to do this per student manually instead of having to change requirements on a live course, risking even more adverse behavior for other students. I don't see why this hasn't ...
