How can I control rubric visibility?

I would like to use a grading rubric to grade an assignment, which of course, lists the various features I expect to see in the student solution.  A significant part of the exercise, though, is to assure that a student can come up with a complete solution.   I therefore do not want the rubric to be visible to the student in advance -- they should be able to determine on their own what should appear.

For example, when you take a driver test, you are not given a list to dangle on the windshield reminding you to use your turn signal before you turn.  You are expected to know that on your own while you are driving.

How can I attach a rubric so that the students will not see it until after they see their assignment scored?
