I get asked this from time to time by our own faculty, and I usually have to try it out again just to refresh my memory, as I did just now. First of all, there IS some documentation on this feature on the page linked to below, but be sure you download the PDF documentation that is linked from this page. It covers these various settings in much more detail that the help page referenced does: How do I customize visibility options for course content?
Also, I assume you are not using the free for teachers account. If you are, please indicate that and someone else in the Community with more experience in the free for teachers version can give you information. You may also want to check with your local system administrator to see if anything I describe below may have been set differently at an administrative level.
But as my testing just now verified again, what this will allow is anyone you give the link to access to your Syllabus page in the course in question. It's a great way, for example, to show prospective students what is in the class without them being actually enrolled in the class. Three things to keep in mind:
