Where can I find a list of all the items that the role of Instructional Designer has rights to do??

There is a rather detailed listing of the default roles on this page: What user roles and permissions are available in Canvas? which is from the Administrator's Guide. You may also want to click on the first two links in that article, which lead to PDFs that define what is meant for each role.
Having said that, however, be aware that your Canvas administrator can/may have either changed some of those or created an entirely new one at either an account or sub-account/departmental level. So while you can use the information from that article and PDFs as a general guide, you will want to consult with your Canvas administrator to see if anything has been changed at your institution.

Marjorie, I see that you have posted essentially the identical question at Instructional Designer rights in the Instructional Designers group. Did you know that you can share a post in more than one community space? Rather than creating two copies with differing comment threads, you can create your post and then use the Share link in the upper right to share it into additional spaces. Because you are a member of the Instructional Designers group, for example, you can ask questions in the Start a Discussion/Question... area of Q & A and then share it into the ID group, or to any group of which you are a member. Using the Share method allows us to consolidate resources, as it keeps all of the comments in a unified thread that is accessible to a larger audience.
So that we can avoid duplication of effort, I have locked the other discussion for additional participation.
