can I set up announcements to be automatically sent to students' emails?

Not really. The notifications that students receive from Canvas are entirely up to them as far as how they choose to receive announcements and how frequently they want to receive those notifications. So, for your question about announcements, it's possible that students may not want to receive an e-mail notification that you posted an announcement, but they do want to receive notification via text message. And, students can choose how freqentry those notifications come to those places...either right away, daily, weekly, or not at all. If you want to ensure that your students are getting an announcement, you may need to make a copy of your announcement as an e-mail message using your school's e-mail client (such as Outlook) to send the message (provided that you have all the student e-mail addresses).

We cannot guarantee that announcements are emailed, but at the beginning of each term I very strongly emphasize two important things to my students:
The only way I could actually guarantee that this is done is to masquerade as each student and change the notification setting. But the student(s) could go in after and change it back if they wanted to. So I simply emphasize that they need to be responsible that announcements are set to notify them immediately because they are accountable for receiving that content.
Dianna, I do almost exactly what Sean Nufer has described. Here's the language from my syllabus:
Students are required to customize their Canvas notifications preferences to receive immediate (ASAP) notifications of messages and announcements through the third-party provider of choice (e.g. email, SMS/text). Students are required to log into the course regularly (more than twice a week) and check Announcements and the Canvas Inbox immediately upon logging in to stay on top of developments in the course as they occur.
And I reiterate that in my introductory video (which they at least have to click on to move forward in the class). This is from the video script:
I primarily communicate important information to you through Announcements [<this is a clickable link that directs them to the Announcements page], so make sure that every time you log into the classroom you check the Announcements tab in the left navigation menu—or click on the link to Announcements on the Course Home Page—to stay on top of the latest developments in the course.
Last, I state this yet again in the second course announcement:
Customize notifications: In order to stay on top of developments in this or any other online class, set your notifications preferences to "ASAP" or "Right Away" for messages and announcements. Since you can receive Canvas notifications through multiple email addresses as well as text messages, setting these notifications to "ASAP" will help ensure that you don't miss something important.
