Funny, I'm working on this same problem, I believe. To quote from the source you provided:
"If you are an instructor, you can only import content from your previous courses."
So, if you have sandbox course, or one from //canvas.instructure.com/login/canvas, then an admin is your only friend.
Please correct me, because I would love to get access to another course that's not my own!
This isn't the case. My instructors all have sandbox courses that they can freely copy their content from.
Yet, if you are copying from one Instamce of Canvas to another (ex: free for teacher to your school) then you would need to export the sandbox content and then import it into your real course - all of which should be possible by an Instructor.

If you want access to someone else's course--then yes, an admin is one of your only friends. The other friend would be the person who owns the course content, because that person would need to grant you access to his or her proprietary information.
If you're looking for ready-made courses, Canvas Commons has over 9,000 publicly available courses, available to you through your Free for Teachers account. Have a look at Canvas Commons and Canvas Commons Guide.
Here's a real-world example; at the same college, Yuba Community College, my full-time "boss" has a class that I materials from; because I'm not listed as a teacher or other reference, I can't access it to export; if I have the exported class, I can't add it to either the canvas.instructure.com courses or to my own account at Yuba; I'd have to have an Admin create the "shell" to do that.

Perhaps this is the source of the confusion in this discussion. The web address canvas.instructure.com is the URL for Free-for-Teachers, and technically does not have an admin, as the free version does not come with admin privileges. Unless you were added to someone else's Free for Teachers instance, you should be able to freely create your own courses in that account. If not, you can create your own new Free-for-Teachers account by clicking on Create a Canvas Account (click on "I'm a Teacher" and make sure to create brand-new credentials using a different email address from the one you've been using in the past). You can then create as many courses there as you'd like and import the exported course package into one of them. That will allow you to use the shared materials as you choose.
