Students receive a "file locked" message when trying access files

I am a new canvas user and up to this point have had a positive experience.  I have been using the module pages to provide students with files and resources.  In a recent module that I created I added files the same way I did previously, but students are getting a file locked message when they try to open the files.  I can't find any setting that indicates that the files are locked.  When I look at the edit tab for each file, the locked box is not checked.  does anyone have any ideas?
