Inconsistent highest-grade on multiple-attempt quiz with short-answer questions

I am an instructor and allow my students use the "Multiple Attempt" feature when taking quizzes. The quizzes are set up to allow multiple attempts, with the attempt that gets the highest grade being kept. Many of my quizzes include both multiple-choice and short-answer questions. The short-answer questions are graded later by TAs. Several students have complained that their highest-graded attempts are not being kept by the system, and, instead, a lower-graded attempt is kept and that one is the one that has the short-answer questions graded by the TAs. Can you explain why this is happening and what I can do to ensure the highest-graded quizzes are retained for subsequent hand-grading?
