I logged into Canvas and checked help for combining courses (sections in my case). I did that and posted an announcement about it. Does the announcement also go through email/message to students enrolled in the course?

This depends on exactly how the other members of the course have their notification preferences set up, but by default it would generate a notification to the other user's primary contact method. Check out How do I set my Canvas notification preferences? for a bit more information on notification preferences.
