Why does Canvas prevent instructors from controlling the number of submissions for assignments?

The Find Answers space is designed for how-to questions; Community members aren't able to answer "why" a particular feature has been designed in a specific manner. You might be interested in contributing to the conversation around Restrict assignment submission attempts , a feature idea that is still open for voting and currently in the Product Radar stage.
According to the dates listed under "Restrict Assignment Submission Attempts," the dates ranged during 2015 for voting. That said, the limitation for restricting submissions is already a feature in Canvas (functions in quizzes). Instructors should be the ones deciding how many times a student can submit material. I have worked with several Learning Management Systems, each one always giving the instructor control over submissions of work.
