Why can't my course be added?

I enrolled in four courses for the first semester of university, but when checking my dashboard on canvas, I only saw two. I then went to the 'All Courses' section and found that the missing two were here. However when I hovered my mouse over the star on the left of each course missing from the dashboard, it said that 'This course cannot be added to the course menu at this time.' What does that mean? Is this something the university needs to finish processing before I can access it on my dashboard, or is there something I need to do that I'm unaware of?
