I have successfully imported content from a Moodle course. However, is it possible to import question banks from Moodle that are at the site level?
Sorry for the late response. Just discovered this post.
At the site level in Moodle you can export the question bank. Export this as a QTI file.
That QTI can then be imported as it is a recognised open standard into Canvas.
This is a theory right now. Let me know if you have any issues implementing it.

Thanks Kona Jones. The guide discusses importing a Moodle course , or its content. However, like Canvas, Moodle allows you to have question banks at the site level. So my question is, is there a way to grab those banks for import, or do I first need to copy the bank to a course and import it from there.
Good question and I'm not sure! I'm going to go ahead and move your question over to the Instructional Designers group and see if we have any previous Moodle users who could provide some guidance!
When I try to export a question bank, I am given three options: GIFT, Moodle XML, or XHTML. I don't see QTI as a choice when exporting question banks. I know it is a format for quizzes, but not for question banks.
We are using Moodleroom's Joule, so maybe that's the issue. Is there another way to export question banks to QTI besides from within a course?

QTI export was standard in Moodle up until Moodle 2.1 Export questions - MoodleDocs
However in 2.2 that feature was removed from core Moodle. The reason given by Tim Hunt (The quiz tool maintainer) is this:

I, too, am with Mike on this. QTI is not a choice through Moodle, so we're in need of another method, if there one even exists.
Quiz Banks will migrate with course uploads using the MBZ file or the Common Course Cartridge file.
