How to have entire class do SpeedGrader commenting / collaboration on one PDF

I'm working with an instructor who has a great question / use case but for which I'm struggling to come up with a workable solution for. He wants to be able to upload an extremely image heavy manga PDF file and have everyone in the class (including himself) do SpeedGrader like commenting in it. 

 

I toyed with the idea of a peer graded assignment but this may be too complex - or am I overthinking this? I'm not sure how to set it up so that everyone in the class along with the instructor would be peer SpeedGrading the same document and not get them confused with submitting their own copies of the assignments. 

 

I was going to suggest trying to convert a PDF to a Google Doc and embedding that in a page which students could comment on but since you’re talking about image heavy I don’t think this would work well. I tried manually copying some large images into a Google Doc to test. Unfortunately the fact that the student can’t comment inside an image itself is – I think – a deal breaker. 

 

Does anyone have other ideas? Thank you in advance!
