Best practice for student accounts for students no longer enrolled?

We often have students asking to have access to their course materials after they are done.  Now that we are getting to our first set of completed students, we were hoping to mark them as "completed" in Canvas and understood that that gives them read-only access to the course(s).  However, we are unsure if this kind of access would count against us for licensing purposes.  We are part of a larger University but have our own contract since we are dedicated to non-credit professional development.  That contract is based on a certain number of students per year, but again, weren't sure if these read-only students would count against that if we allow that in perpetuity.
