I imported the Canvas test bank for my course but I cannot get the questions into the quizzes. What am I doing wrong?

First, have you checked that the questions are in the question bank for the course you are working in? Second, are you following these directions - How do I create a quiz by finding questions in a question bank?

Yes, I followed those instructions. The banks don't show up but they show that I imported them.
Can you provide some screenshots of the two places you just mentioned. The one where it shows they were imported and then the one where it does not show them as available but you would expect to see them?

We see this all the time from our faculty, and almost always it results from importing the question bank from the wrong place in Canvas - thus, not seeing the bank. I will hazard a guess that you imported the bank from within the files area, instead of using the "Import Course Content" feature on the Settings page. When you use "Import Content Into Course" Canvas automatically unpackages the zip file and creates the questions banks. You can learn more at How do I import quizzes from QTI packages?
Another issue may be the format of your import. While general QTI formats usually work when zipping your file from Publisher content, often we have to try a Blackboard format. Play with this a bit if you don't see your question banks show up. It is hopeless to try to create a quiz from a QB if you do not actually have a QB.

I used the Import Course Content option and the zip file shows as being completed there. When I go to quizzes/add questions/find questions nothing is there. Nothing shows up under manage question banks.
Okeley dokely! Then I would try changing the format of the export file you are downloading from wherever. Obviously, Canvas is not liking the one you are using.
Where are you getting the Question Bank files from: Exam view, publisher, Respondus, another LMS export file? This is where the problem is originating. My office partner typically does the question banks with our faculty, and she often has to experiment with the download format. Also, it it is a format that should work, try downloading it again from whatever source. Your zip file could be corrupted.
And finally, submit a support tickets. Bugs happen:)
I'm downloading from the Cengage site where the files are located. My options are Canvas, which I chose, Blackboard, and Moodle. Thanks for your help!
I think it is time for a support ticket, or perhaps just talking to your admin. Some of my faculty use Cengage, and it has not been a problem for us.
Again, I would just ry re-exporting from Cengage, just in case your original file got corrupted somehow.
On your computer open the zip file up and see if it has a file called IMSManifest.xml. If the zip file does not have this file, it isn't properly formatted QTI file. I find that publishers often have several properly formatted QTI files and they will zip them all up into one zip file. Try extracting the zip file to see if it has more zip files. Each properly formatted QTI will have the xml file in the main directory and you can import them individually via the same process you tried earlier. I wrote up a guide on this very subject.
