I sent a course to the Commons and the card shows up but when I click on it nothing happens. The content did not move over.

Sometimes, and depending on the size of the course uploaded, it can take awhile to upload to Commons. I just randomly checked a couple, and when I click on them the Import screen opens.
I added it a few days ago so I don't think it loaded the content in. I put it in a group that I created for my school. All that shows up is the card of the class.
And when you click on the title of the card, it is not opening up the download dialog box?
There could be a lot of reasons for this from browser type and currency, to just an old-fashioned bug.
I would suggest submitting a support ticket.
I changed the copyright to public and it worked to import...but then when I
opened an assignment it said
"Your LTI tool has been misconfigured, please contact your
institution's Canvas Adm"

Course-level LTI integrations are often specific to a course, and sometimes need to be re-established in new courses even if you are copying the content from Commons.
Thanks Kelley...is there a better way to share a course with the other teachers at my school?
Typically using Commons works well, but you do need to always check your LTIs. It is really actually rare that the LTI doesn't copy, unless that LTI is for a paid product such as Pearson's MyLab/Mastering. There are some other methods that also work:
