Stephanie, I suspect this problem has to do with the "no placement enabled" message I get.

I would uninstall your BBB integration, then re-install it making sure that your XML code includes placement.
You should see a line of code in the XML similar to this...............
If you don't see that or if you need further help, contact the vendor to have them reissue the integration content. This happens sometimes with XML code from vendors.. I will ping Fred Dixon on this answer. He is the CEO of the company that makes BBB, and a frequent visitor in this Community. If he is available, he will help - he is just that way!

Unfortunately, we (Blindside Networks) don't have any experience with setup/customization of an integration of Canvas Conferences in Canvas -- since it's built for all Canvas instances hosted by Instructure, it just works.
We don't do any setup/customization of Canvas ourselves. We pretty much focus on BigBlueButton and it's integration with Canvas.
I did that and what it does is to put a link direct to my BBB server, not to add the conferences button with its configuration options.
I am wondering if the person who installed it in our server used the GitHub instructions for the Quick Start version instead of the production version.

While I do not necessarily have an answer for you myself, I wanted to check in with you to see if you've been able to get the Conferences tab working in your course(s). Or, are you still in need of some assistance with this? I am hoping that you've been able to get this working, but by all means, if you are still looking for some help, please post a message below so that members of the Canvas Community can continue to assist you. For now, I'm going to mark your question as "Assumed Answered" ... not because we've necessarily found a solution, but because there hasn't been any new activity in this thread since the beginning of September.
