Also going to share with the Canvas Mobile Users Group Group for more eyes on your question since I assume you're referring to the parent using the Parent App.
There's a permission called "View Announcements" at the Account and Subaccount level. It's possible that your institution's Canvas Admin has disabled that access for whatever role this Parent is using to access your course. Assuming you actually did post an Announcement in the course and the tab is not visible, I'd talk to your school's Admin about it.
