I am trying to add objectives. Can I create a new section or should I add them to the syllabus?
I will look at other created plans to see what others students have done.

When you say "objectives" do you mean course objectives or assignment objectives? I think a syllabusHow do I use the Syllabus as an instructor? is a great place for the over-arching course objectives. That way, students and observers can see the course goals alongside the outline of assignments. If you use Pages for your homepage, you could create a link that goes to the syllabus (or another document). With Modules as your homepage, you could feature the link to the objectives in the first module.
With individual assignments, I try to include a goal/objective so students know the "TL; DR" of the assignment itself. It helps them focus! So, just ahead of the written directions of an assignment or discussion would be another great place to help students with objectives.
