I changed the user role of some students to TA before downloading the assignments he/she had submitted. It seems that shift caused the assignments to be deleted. How can I recover their work/submissions?

Have you tried changing the role back to student and then re-downloading? If the data doesn't seem to appear after doing that, then I'd contact Canvas Support to see if they can pull any of the missing data for you. You can Call them or Email using the How do I get help with Canvas as an instructor? guide for more info as well.
I'm going to go ahead and share this with the Higher Education and K-12 spaces for more exposure.
