If you go to Assignments, find a group of assignments that you wish to set a rule to. Click the gear icon next to the plus sign attached to that group and select edit. You'll notice that it will say "Number of scores to ignore for each student." It will basically not count the number of assignments that have either the lowest or highest scores. Since you want the two highest, subtract 2 from the number of assignments you have. I.e. if you want the two highest to count, and you have 6 assignments total, type 4 in the lowest scores box. This will exclude the bottom 4 assignments and only "grade" the top two. I hope this helps.
