So my course is published but students are still saying they are not able to view or download files. What could be the problem?
Couple of things to troubleshoot
Double check to make sure the course is published. Under course status the button with the checkmark will turn green and word publish will become published. This throws off faculty at my institution because the button has checkmark.

Go to files and confirm the files are published and don't have any restrictions.
How do I restrict files and folders to students in Canvas?
If the files are added to a module, make sure the module is published.
How do I use Draft State in Modules?
Amanda, Susan Nugent has given you great advice. To that, I'd add that if students are trying to access those files from links in the course, make sure the links are directing to files that reside in the course files rather than to files housed in an old course, or in a course to which those students don't have access, or to the teacher's personal files.
