SIS import error

On a new opensource installation I wanted to import users using a .csv file. By mistake I started the SIS import without chosing the file. Since then the import is blocked with the message "The import process has started! This can take awhile if there is a lot to import. You can leave the page and come back." If I leave the page and then go back  (back arrow of the browser) an error message appears, "Error while importing CSV. Please contact support. (Error report 10000000000021)"

If I try to access SIS import from the menu, the progress bar appears again. I also tried to restart everything, but the progress bar comes back after restart again. I tried to import a course from an export package, and that works without problem. What can be done in this situation?
