How can I make groups look the same for students as it does for teachers?

Which differences, specifically, would you like to address?
I am trying to set up a group sign up for committee members to review new courses. When I set up the groups, I name the tabs by categories and then list the courses that need to be reviewed under each category. However, when they look at it, all they see is a list of the course and they are not separated by categories.

Is this similar to what you see? Can you tell me more about how it is that you are using the group to list courses that need to be reviewed by group members?
Attach is what I see and want the participants to see. When I go into Student View, they just see a list.

Unfortunately, I cannot see the attached. I'm going to guess that you replied to a notification message about someone (me) replying to your question in the community? If so, unfortunately, the attachments don't come through but if you log back into the actual community and edit your post or make a new one, you can upload your screenshot via the rich text editor. Sorry for the hassle!
If you want the people to see specific groups in the group sets you need to add them to the specific groups. So for instance, if you want Veronica to see Civic Literary Inquiry (CIV) 3, you would need to select her with your mouse on this screen and drag her over to that group in the set. Does that make sense?
Just to confirm; the people listed in your screenshots are not students at your university, correct?
Marlena, currently it's not possible in Canvas for students to see the People > Groups sets organized as tabs, the way teachers/TAs/designers do. I agree with you that a tabbed view of available groups would be helpful to students too.
