Is it possible to restrict the movement of one student in a course?

I have a teacher with a course that allows students to move somewhat freely through a course.  It is a middle school course and she usually does not have issues with students working in order (that's why she did not set to be sequential).  However, she is now having issues with one student that keeps trying to move forward without testing.  Is it possible to set limits on one student in a course without impacting all of the other students?
