Missing password field when clicking edit Login Information

Why is it that sometimes when we click to edit a user account's Login Information there is no Password/Confirm Password fields? I even tried uploading via SIS Import to make sure the Authentication_Provider_ID is set to canvas, and/or via SIS Import to set the password, but it still will not me log in with an account.
