Keep a discussion board closed for comments

I am creating a discussion board that is "closed for comments" called Instructor Posts. The purpose of this board is for the instructor to post videos, screenshots, text, and other helpful resources for students, particularly as they notice students struggling with a particular concept. I want this to be a discussion board so that students can subscribe and get notified when new content is posted by the instructor, but I don't want this to be a back and forth discussion board. We have another space for that kind of interaction. 

 

The issue is that whenever an instructor adds a post or content to this discussion board, for some strange reason it defaults back to "open for comments." This seems like a bug to me. Is there no way to keep a discussion board as "closed for comments?"
