Yes. There is Canvas Free for Teachers. Canvas is also open-source and people can download, install, and run Canvas on their own server. Canvas is primarily web-based, although there are mobile apps as well.

The Free-for-Teachers instance of Canvas is more or less the same as full production cloud hosted client instances of Canvas. Anyone may create an account and create courses or participate in other courses as a student. What you do not get with FFT is admin access to the instance. There is a group here in the community just for FFT users.
The open source version of Canvas, available via Github requires that you install Canvas on your own web server. It is often used by people who want to use Canvas on a closed network. In the past a lot of open source use centered around people who for legal reasons could not use an LMS hosted within the United States. Now there are hosting options in Canada and Europe so this isn't as big of a need as it used to be.
