This may be one that you need to use the Help > Report a Problem on. I have never seen this message when importing content from one course to another. I have seen the Unauthorized message upon logging into Canvas and a quick cache clearing seems to take care of that issue.
By, "Different Account" do you mean different Canvas accounts or different user accounts?
Course Copy only works within the same account, and the user must be enrolled as a teacher in both courses.
When wanting to move content from a course in a separate account, or between two courses in which there are different instructors, you will want to use the Course export and import an export package process. Learn more at:
