Can you add people (new instructor) to previous canvas courses (Fall 2017)?

If your Canvas Admin has allowed this functionality for 'teachers' YES. Otherwise, it can be only be done by your Canvas Admin, and here is how it is done:
Either you, if you have the rights, or your Canvas Admin if you don't, go to the past course, go to 'Settings' at the bottom of the left hand course menu. Now in the 'Course Details' tab, for the 'Ends' date, click on the calendar icon and select tomorrows date, or any future date, then click 'Done' at the bottom of the little calendar. Next, check the box in front of 'Users can only participate in the course between these dates', scroll down and click 'Update Course Details'.
The above is typically necessary, because quarterly courses are usually access controlled by system 'Term Dates'.
Now you can click on the 'People' button in the left hand course menu, then click on + Add People, and add the new 'teacher'.
*Always be sure to go back into 'Settings' and put the course 'Ends' date back to the original setting.
*NOTE: because past courses are official course records, we recommend that faculty copy past courses into a 'Master' course, in order to allow access to the course content to other faculty. This way the students academic course record is never at risk.
