I'm in edit mode and I've been able to add all the information in the syllabus section except there is no way to add the course learning outcomes. How do I do that?
Another member of the Community Team explored your school's website a bit and found a MS Word Syllabus Template. Is this what you are referencing? If so, then that is not a part of Canvas. It is a document that has been embedded in the Syllabus Description page in Canvas. You would need to download that document, make your changes to it, then re-upload the document into that Canvas space.
Since the Syllabus Description area of the syllabus page is simply a text-editor box, why not just type your outcomes in?
I might be misunderstanding what you are asking for. Are you looking for a special area, field or data entry space of some kind just for outcomes? if so, this is in a different area of a Canvas classroom and you can learn more at How do I create an outcome for a course?

I’ve clicked ‘Syllabus” and am in that page. There are text-editor boxes for all the sections but not for the one area titled ‘Course Learning Outcomes (CLOs).” That is where I’d like to add my test but there is no field to data entry space to do so.

Does the area you are in look like this?
If so, then click the "Edit" button in the upper right, and it opens the RCE for your syllabus text.
There is no separate text field in the Syllabus content area just for CLOs. Those can be added under the Outcomes tab in the course navigation menu. I do not know what you mean by "text-editor boxes for all the sections", as this is not standard Canvas configuration for the syllabus content area. Has your Canvas instance been customized? If that is the case, then you should talk with your school's Canvas admin.
One thing, you could send us a screenshot of what you are seeing, then I would know we are not mixing our apples and oranges.
