Styleguide js and css added to the base code

Our users want to use the items that they find in the style guide.  This style guide is referred to throughout canvas documentation.  However, the required js and css for these elements need to be added by the institution and are not supported.

I've created a idea to support this being added to the base and supported if it is promoted as being available.
