I would like to be able to bulk delete users accounts that aren't tied to a course enrollment. Any tips for pulling a list of users without enrollments?

I do not know of a Canvas report that will identify these for you. There are at least two that will/could identify users with not activity, but that does not mean those users were not enrolled in a course; and if they were, you would not want to delete them, even with no activity.
I will share this with the Canvas Developers group where expertise with APIs exists.
However, I would like to ask you how your courses and course enrollments are currently being managed? For all credit courses, we have an integration with our student information system that creates the course shells and user enrollments for each term, so all those users would be associated with a course. And for our manually created users (and courses) we only add them as users when we have a course we need to add them to.
