I am prepping for the new school year and am trying to activate the Plagiarism in the turn it in assignment page. Why is it not activated?

Turn It In plagiarism detection is a third-party tool that must be licensed by your school. If you're not sure whether your school has licensed it, you'll want to check with the school's Help Desk.
If your school has licensed Turn It In and has also integrated it with Canvas, there are different ways that it currently may be implemented.
With the first, you create an assignment, select the submission type as "External Tool", and select "TurnItIn" as the external tool type. For more details on that, see Creating a Turnitin LTI Assignment in Canvas - Guides.turnitin.com
Canvas has just implemented a new "Plagiarism Framework" which allows Turn It In (and other plagiarism detection tools) to be including in the regular assignment workflow.
If that is implemented on your school's Canvas, you access it by creating an assignment, setting submission type as "Online" and online entry type as "File Uploads", and then you will see a "Plagiarism Review" option.
