I am a bit confused by what you mean by "formatting does not translate". As you are building criteria into your rubric, the only thing you are allowed to do is to type text in text boxes and then choose the point values for each of the ratings. They are standard text boxes that do not include the RCE (Rich Content Editor) like you would normally get when editing a normal page of content, an assignment, discussion topic, etc. (See the examples in this Guide: How do I add a rubric in a course?.) The text you enter into the criteria and ratings won't include things like bold, italics, underlines, etc.

Thank you for your reply. What I mean about the formatting is to have each
box the same size so it looks "clean." Is there a way to format the width
of the columns so that each one aligns instead of staggering (i.e. if one
has more text than another that column becomes wider and doesn't line up
with the box beneath it)?

Thank you for the clarification. This is not currently possible. In searching through the Community, I found three similar Feature Idea requests that have all since been archived due to the low number of votes each received. The most "active" conversation happens to be in this archived Feature Idea: Rubric column width editing. This idea resides in the Cold Storage area of the Community, so you may need to click on the Cold Storage group link to request access so that you can read through the Feature Idea.

Yes, this isn't currently possible in Canvas. You might want to check out How does the feature idea process work in the Canvas Community? and What is the feature development process for Canvas? These documents will give you an idea of how feature are developed and how our votes are factored in to the development process. Even if an idea gets a lot of votes, it may not be developed right away because of other project and priorities that are currently on Instructure's plate. For example, some things get put on "Product Radar" which means that Instructure is aware of the need, but they might not be able to develop something in the very near future...as much as we'd like to see it in Canvas.
