Our school is looking at a way to make PLC"s more effective and efficient so that discussions and agenda can be prepared in advance and also shared with the whole school, so special classes (like Art, Music & Library) can be aware of special learning needs and strategies. From what I know about canvas, it seems like the perfect platform for uploading data, creating weekly agendas and discussions. Thanks in advance for your advice and help.

As a matter of fact, before I started working for Canvas, our school used Canvas for PLCs. The way that worked was that all teachers were enrolled in a course called "[Name of School] Faculty & Staff." Then the teachers were split into Groups according to the PLC in which they participated. That way, content can be shared with the entire faculty, as well as each PLC having a collaborative space to create and share content.
