Is there a way for teachers to act as students in order to view student grades in all classes to compare student performance in teacher's class with student performance in other classes?
In the teacher role there is not a way for a teacher to be able to view the grades of a particular student in other courses that they are not teaching the student in. If a teacher is also assigned an account level role and that role has User-Act As permissions enabled then they would be able to act as the student and see the students grades in other classes as well.
There are other ways to accomplish without having to act as the student to be able to see grades in all courses, but I would recommend that you get with your schools administration to see if this is something that they want to allow. I know at my institution we do not allow instructors to see grades of a student in courses they are not teaching the student.
As a teacher, no you can't. Only Canvas admins have the ability to masquerade as users.
Can a teacher be an account level role as well? I am just starting to

At my instance we have several different admin-level roles based on the needs of their position. I find it *really helpful* to have different users for the various things I do. It's especially helpful when I conduct training sessions to use my Instructor user else my trainees get confused by seeing a link that's only visible when I'm logged in using my Admin role.
How do I add an account-level role in the Permissions page?
I understand how to create the account level role and have done so, but I can’t find the guide answer on how to assign these account level roles.

To add a user to an account level role all you need to do is click on settings and then the admin tab. Once there you can enter in a users email address or username and assign them to the desired role.
