My canvas account says it is linked to my student email, yet all the notifications will go to my personal gmail. I want the notifications to go to my student email.
How can I change this?

Notifications will only forward notices to the communication preferences you set. When you check your account, do you see your school email, your home email or both?

I would first check your notification preferences, and verify that the only contact method being used is your student email. I would also make sure that at some point you did not link your student email to your personal email
As for submitting a ticket, simply click the "Help" button in your global navigation menu, then choose "Report a Problem".
