How would I change my TA to an admin role so he can upload files, create assignments, etc?

While on the "People" page find the user and look all the way to the right and click on the three dots to see the options you have.
You should see "Edit Role" that will open a pop-up window where you can chose a different role:

I will add just this quick note to Yaddira very correct answer.
You cannot make your TA an Admin, only a Canvas Admin can do that, but that's okay because that role level is not needed at the course level. Changing them to Teacher is all that is needed.
Also, your level of permission to make a role change in your courses may be restricted by your Canvas Admin, and you won't be able to change your TA's role yourself. If this is the case, then you need to contact your school's Canvas support department to do this for you.
