How do you re activate a student?
Then it is likely that the student was not "deactivated", but was either concluded or removed. You will need to get help from your Canvas Admin/support folks. Often, even when a student has been removed instead of deactivated, their submissions will be restored when they are re-enrolled.

You re-activate a student the same way you inactivated them - by going to People in your course, scrolling down to the correct peoples, then clicking the vertical row of three dots to the right of that student's entry, and choosing "Re-Activate User". However, many schools, mine included, have restricted access to that functionality for teachers. If this is the case, then you will need to ask your Canvas Admin/support department to do this for you.
