Using peer review for students to assess peers' class participation

I have an assignment for class participation in a course I am currently assembling.  The assignment is worth 100 points.  I would like 50 of those points to be determined by student peer reviews based on a rubric I have designed.  However, since students don't actually submit a paper to be reviewed, I just want them to consider each others' contributions, I am not sure how to proceed.  I have set the assignment up as a peer review assignment, but I don't know whether this will work with just a rubric and no assignment submission.  Help gratefully received!
