I noticed that when I highlight student submissions in dropbox, the highlighting is so pale it is hard to see.
Why? what is going on?

The tl;dr explanation: This was implemented to fix an issue with DocViewer highlighting being too dark in certain browsers—and we're still working on it.

First, a little house-keeping. By "dropbox", I think you mean the Canvas "SpeedGrader". Canvas does not have a "dropbox" like other LMSs you may have used in the past. Most assignments are submitted via the "Assignments" tool, and as an instructor, you can grade via the "SpeedGrader". Now, on to the real question at hand...
You are correct, the highlighting in SpeedGrader does seem lighter than what it used to be (but certainly better than solid color blocks that were completely blocking the text using older versions of Google Chrome). The darkest color that I could easily see was the red, but the yellow was quite hard to see. Have you submitted this as a potential bug to Canvas Support? I would recommend that you submit a ticket by contacting them so their engineers can investigate this. Then, come back to this thread to post an update after you've had a chance to speak with them. Well I did try to report it. At my end, the report an issue ends up with an e-mail to our IT. So it looks like they must report it up to Canvas.
