Co-teachers would like to evaluate the same student submission independently utilizing the same rubric. Students would receive a summary of all comments and an averaged score for each rubric category.
Sandy, there isn’t a great way to do this in Canvas given what you’d like to have happen.
One possibility is Moderated grading - How do I add a moderated assignment to be graded by multiple reviewers? - but it wouldn’t allow students to see all of your feedback and an average without the main moderator going in and doing this.
Another possibility is to dual enroll the teachers in your class as students and teachers and then use peer review to assign just the teachers to be peer reviewers for the assignments - How do I use peer review assignments in a course? Yet, this wouldn’t average the grades unless one of the teachers came in and did that manually.
If you’d like to suggest this as new functionality in Canvas you would want to create a feature idea for this in the Ideas area of the Community.

I was looking for the Idea suggestion area in the Q&A. I wish the two
support and development areas interfaced more closely. I will suggest it as
an idea (or like someone else's if it already exists.
I can imagine that the next request along this line will be the ability to
weight a rubric among multiple graders. For example: peer review(s)
averages to 25% of grade, TA(s) score(s) average to 25% of grade,
Teacher(s) score(s) avergae to 50% of the grade.
