Email Address not being updated via SIS Import

Our SIS system is PeopleSoft and we are using SIS imports to update Canvas. It appears that the email address is not being updated when it is changed. The new email address is being populated in the users.csv file but for some reason it is not being changed in Canvas. We are using the diff method on the users.csv import. Does anyone have any ideas why this is not working? Thanks.
