With inter-group peer-review students have to grade their own submition or twice the same submition

During the course, each group (4 students) needs to submit a short movie for an assignment. Next each student is allocated to review three movies from ther groups, an inter-group peer-review. I used the random allocator to assign the movies to the different students.
However, a lot of students report that they have to review there own movie or that they have to review twice the same movie. Is this normal? And is there a way to prevent this?
